This dialog works exactly the same way as the Markov availability in Energy Losses. The difference here is that the one in the energy losses is workbook wide whereas this version allows the availability to be set individually for each site layer. In order for this functionality to be active, it must also be enabled in the main energy loss settings. This means that all Markov availability can be switched on or off in the one place.
